If your company operates in France, professional training there runs through a distinct public funding system, one with no direct equivalent elsewhere, and it applies to AI courses exactly as it applies to any other subject. Three routes exist: the CPF, an individual account any employee can use on their own initiative; the skills development plan, funded through the employer's OPCO; and self-directed learning, free or low-cost but with no funding attached. The right choice depends first on your employment status, not on personal preference.

What are the three funding routes for AI training in France?

The CPF (Compte Personnel de Formation, or individual training account) belongs to the employee: they alone decide whether to use it, with no employer sign-off needed, provided the course is eligible. The skills development plan is decided by the company and funded through its OPCO (France's sector-based training funding bodies): the employer chooses the programme and the provider. Self-directed learning draws on no funding at all: free or paid resources, with no certification at the end.

These three routes are not mutually exclusive. An employee might start with self-directed learning to test a use case, then draw on their CPF or ask their employer to activate the skills development plan to go further with a certifying programme.

What is the CPF, and who is it for?

The CPF is an individual account of training rights, credited every year and viewable on the official portal moncompteformation.gouv.fr. Its key feature: the account holder decides alone how to use it, independently of their employer. It is the best-suited route for an employee who wants to learn AI on their own initiative, without depending on a company budget.

The CPF's limit: not every AI course is eligible. Only listed, generally certifying programmes qualify. Before drawing on your balance, check the exact eligibility of the programme you want directly on the official portal, since the rules and the catalogue change regularly.

How does OPCO funding work through the skills development plan?

The skills development plan is the tool an employer uses to train its staff. It funds courses the company chooses, delivered by a Qualiopi-accredited provider, France's quality accreditation for training organisations, with a request filed before training starts. We cover this in detail in our guide to funding AI training for teams in France.

For the employee, the upside is clear: no cost, no CPF balance used, and training that counts as working time. The trade-off: the company chooses the programme, not the employee alone. This route therefore means convincing your employer or manager the project is worth it.

Is self-directed learning still a valid option?

Yes, as long as you know its limits. Self-directed learning (tutorials, official tool documentation, free online courses, hands-on practice on real cases) costs little or nothing and lets you start immediately, with no administrative approval to wait for. It suits anyone who wants to test a use case before investing time or money in a structured programme.

Its main limit: it produces no certification or formal proof of competence. For a company that must document compliance with the AI literacy obligation under the EU AI Act, self-directed learning alone is generally not sufficient as auditable evidence, unlike funded, tracked training delivered through an accredited provider.

Which funding route fits your status?

Employee: CPF, the skills plan, or both

An employee has the most options. They can draw on their CPF alone, ask their employer to activate the skills development plan, or combine both depending on how ambitious the training path is (with self-directed learning as a complement to practise between sessions).

Business owner: has the training tax credit really disappeared?

Yes. The training tax credit for business owners was repealed by France's 2026 Finance Act and can no longer be used. Depending on their exact status (treated as an employee, or self-employed), an owner may have access to their own OPCO or a dedicated fund for the self-employed: the situation varies significantly by status, and is worth checking directly with your fund.

Self-employed: specific schemes, outside employee-based OPCO funding

A self-employed person falls outside the skills development plan, which is reserved for employees. They depend on a training fund tied to their own status or sector. Without an identified funding source close at hand, self-directed learning remains the fastest way to start building skills without delay.

How do you decide quickly without getting it wrong?

Three questions are enough to decide. Are you an employee: check your CPF balance on the official portal first, then weigh whether the subject is worth raising with your employer for OPCO funding. Are you a business owner or self-employed: identify your own funding body before looking for a programme, since the tax credit route no longer exists. In every case, urgency often drives the choice: self-directed learning lets you start the same day, while funded routes take several weeks of administrative processing.

Frequently asked questions

Who can use the CPF to train in AI?
Any employee or jobseeker with a balance on their Compte Personnel de Formation (individual training account), checkable at moncompteformation.gouv.fr. It is an individual decision: it does not need employer approval, provided the chosen course is eligible and certifying.
Is OPCO funding only for employees?
Yes. The skills development plan, funded through the company's OPCO, covers employees of that company. A business owner who is also an employee of their own company can sometimes access it depending on their exact status, but a self-employed person or a non-salaried majority shareholder-manager is excluded.
Can a business owner fund their own AI training?
The training tax credit for business owners was repealed by France's 2026 Finance Act and can no longer be used. Depending on their status, an owner may be able to apply to their own OPCO, an equivalent fund for the self-employed, or turn to self-directed learning.
Do you need funding to learn AI at all?
No. Self-directed learning is a legitimate route, especially to get started quickly or test a use case before investing further. It does not produce a certification or formal proof of AI literacy, which matters for the EU AI Act's training obligation.
